Is it possible to generate .PDFA file format with iSEDQuickPDF.dll or are the generated pdf files compatible with this file format?

PDFA is "only" a standard making archived pdf-documents save for future use. There are two levels for this standard... 1a and 1b - not only "pdf/a". You can read about the necessary options in many publications. You can do this with QuickPDF, too ... but you have to do it yourself with the help of QP. QP doesn't offer an option "save as pdf/a".
 
Main points of "pdf/a" are for example:
1. All needed fonts must be embedded,
2. No encryption.
3. Compatible with Adobe specs 1.4.
and so on ...

I need to build documents for an health organization. 

The requirement is 

1) PDF/A-3
2) PAdES BES version

I want to re-new my licence for QuickPDF LIbrary Ver. 8.16, but I need to know if it supports my requirements.

Hi Valeriano,

there's the function
https://www.debenu.com/docs/pdf_library_reference/SetPDFAMode.php
which is able to set the pdf in a pdf/a-compliance mode (pdf/a3 as well).
The specifications regarding PDF/A3 you have to keep an eye on by yourself while creating - this should be clear.
In 2019 QuickPDF doesn't support pades -  as far as i know this didn't change till now.
