Is there a feature that Quick PDF can load a legal page PDF and save as a letter page PDF with fit to page enhancement?
 
Is like shrunk the height and fit the width?

No... but you can create this functionality
by your own with QuickPDF.
Have a look at the online reference...

You could write your own function using the CapturePage and DrawCapturedPage functions.

You can play with this code to convert multiple pages as well as implementing fit to page type functionality.

            QP.LoadFromFile('myfile.pdf');   // assume it is a 1 page document.
            QP.NewPage();   // Create a blank 2nd page we can draw into after.

            // Capture the second page in the merged document
            int CapturedPageID = QP.CapturePage(1);   // This captures and then deletes page 1.

            QP.SetPageSize("Letter");

            // Draw the captured page onto page 1 - this is the NewPage() we added above.
            int ret = QP.DrawCapturedPage(CapturedPageID, 0, 0, QP.PageWidth(), QP.PageHeight());

            QP.SaveToFile("converted.pdf");
