Hi :)

i didn't make any observations yet.
Reading the description i think it could be a try to restructure and reorganize a mal formed pdf for faster access and reading.
Perhaps on a pdf where objects were inserted later... a pdf in which pages were removed or new pages were added later...

any thoughts about "reducing the size of the PDF."

Transforming means only faster access to me...
