Two questions:
1) Are there any settings that control image file compression parameters?
2) I don't really care what the output type is (this is an intermediate step and the next step can read just about any graphics format). With that in mind, what is the best image type to render to? Is one of the types "native", requiring the least amount of processing? Or does it matter at all (i.e., QPDF renders to an in-memory format-neutral bitmap and only converts to the format on save)?

You can use "compresimages" before adding images in the pdf, but this function only use compression (flate algorithm) for the storage inside the pdf, the images are keept in their initial format. If you use saveimagetofile, the format is unchanged.
Inside,QPDf convert loaded images to Bmp for rendering so saving the whole document in this format take less processing.
