Is there a value one can pass to SetTableCellBorderWidth to hide the border?

OK I've discovered that setting newWidth = 0 does not work if SetTableThinBorders has been called with ThinBorders = 1.   This makes no sense.

I'm trying to render a table with a thin outline border and hidden cell borders.
