TIF to PDF File Size

   I have an application that I have written that converts tif files to pdf. The original tif files are basically scanned images with some text added in the margins. I convert and compress each page into a separate pdf file then use MergePDFFileListFast to combine them into a single file. (I had tried importing all the tifs using LoadFromFile, but performance was horrible with large numbers of pages).
No matter what method I use, the resulting pdf files are anywhere from 50% to 100% larger than the original tif files. Is this normal or am I doing something wrong?
