What exactly is meant in CanAssemble?
Is there a precise definition of the access rights?

EncodePermissions
CanAssemble = allow the user to assemble the document ?

Try a look into the original pdf-specification by adobe.
For my opinion it's an option nobody needs ;-)

I think that's important.

Just as I found out that it is located
1)   extract  Pages
2)    access to the document structure

But I am not sure ...

Where can I find the Adobe specification?

On page 121 there's an explanation about the security option "assembling allowed or not".
