PDF417 barcodes

Many of the IRS and SSA tax forms require 2d barcodes to use chr$(13) as the field delimiter.  If I use any other character, such as "|", as the field delimiter, the generated barcode can be scanned properly.  But if I use chr$(13) as the field delimiter, the scanned barcode returns about 1/3 of the scanned barcode as corrupt characters.  I am using the function DrawPDF417SymbolEx, using version 9.15 of QuickPDF.
