The easiest option will to install the appropriate DLL into the same directory as your EXE file.  I assume you are using the DLL version and not the ActiveX version.

It is also an option to install the DLL into the \Windows\System32 directory for 32bit versions of Windows.  For 64bit versions of Windows you need to copy your 32 but DebenuPDFLibrary0913.DLL file into the \Windows\SysWOW64 directory.
